Q1 – Provide the following additional comments:
“The document is bias to aviation growth and thus is flawed from the outset. There should be no uniform noise limits across all three London airports. The fleet mix is different at all three London airports as is ambient noise levels“.
Paragraph 4 of the Executive Summary states the shared objective is to “ensure that airspace capacity is not a constraint on the growth of commercial aviation, with the constraint to growth instead becoming the number of runways or restrictions imposed on the use of those runways by government or planning authorities as a condition of that growth.”
CAGNE does not share this objective; “growth equals unfair noise over communities. The CAA should be looking to reduce the totality of noise endured by communities, not encouraging it through unrestrained aviation growth.”
Chapter 3 suggests that the redesign of the airspace will lead to lower average noise per flight – as you know we do not hear noise as an average and there is no mention of totality of noise suffered day and night. It is therefore unacceptable to allow the CAA to pebble such consultations and we suggest you raise the matter with your MP.
Q2 ” The paper notes that it is acceptable to ignore aircraft climb performance because aircraft are quieter – this is not true of all aircraft performance as the are not all quieter, aircraft climb remain strictly regulated as an effective way to reduce noise with tolerance of ignoring the importance of reducing noise for impacted communities.”
